Raised in Speedwell, Tennessee, James Clayton "Jim" Welch harbored a deep passion for military service from an early age. Though his older brother had served in the United States Navy, Jim set his sights on the skies and earned a Congressional appointment to the newly established United States Air Force Academy in Colorado Springs.

As a cadet in Cadet Squadron 7, Jim distinguished himself as an active member of the cadet wing. He served on the Ring and Crest Committee, contributing directly to class tradition, and was a dedicated sports enthusiast throughout his cadet tenure. On June 3, 1959, he graduated with the Academy's historic inaugural Class of 1959, embarking on a distinguished 24-year military career.

MILITARY CAREER & OPERATIONAL SERVICE

Upon commissioning as a Second Lieutenant, Lt Col Welch entered Pilot Training from 1959 to 1960. He went on to fly bombers, serving with the 864th Bomb Squadron at Sheppard Air Force Base, Texas, before transitioning to the B-52 Stratofortress as an Aircraft Commander with the 393rd Bomb Squadron at Pease Air Force Base, New Hampshire.

Recognizing his technical aptitude, the Air Force selected him for advanced education at the Air Force Institute of Technology (AFIT), where he earned a Master of Science in Astronautics in 1970. Shortly thereafter, Welch deployed to Southeast Asia, serving as a Flight Commander with the 23rd Tactical Air Support Squadron (23rd TASS) out of Nakhon Phanom Royal Thai Air Force Base, Thailand, followed by staff duty as an Air Operations Staff Officer at Headquarters, 7th Air Force. His brave airmanship in combat earned him four Distinguished Flying Crosses and six Air Medals.

Returning to state-side assignments, Welch attended the Armed Forces Staff College and served at Headquarters Aerospace Defense Command (ADC) as Chief of the Ground-Based Systems Branch for Space & Missile Defense. He subsequently joined Headquarters USAF in the Pentagon as Chief of the Coordinated Action Plans Division within the Directorate of Doctrine (DCS/Operations).

NASA LEADERSHIP & AEROSPACE INNOVATIONS

In 1979, Lt Col Welch brought his engineering expertise to NASA Headquarters in Washington, D.C.:

• Earth & Planetary Exploration (1979–1983): Served as Deputy Director managing key NASA planetary missions.

• Hubble Space Telescope Program Manager (1983–1987): Led the Space Telescope Development Division during pivotal development phases, overseeing major engineering, optics, and spacecraft integration.

• Space Station Engineering (1989–1993): Served as Project Officer / Director for the Space Station Engineering & Integration Contractor, laying foundational work for what would become the International Space Station.

For his extraordinary contributions to national defense, astronautics, and aerospace development, Lt Col Welch was awarded the Air Force Distinguished Service Medal.

POST-MILITARY LIFE & LEGACY

Following his retirement from active military and civil service, Jim embarked on a second passion in agriculture and viticulture. From 1993 to 1999, he owned and operated Mockingbird Hill Vineyards in Viewtown, Virginia. In his later years, Jim relocated to New Mexico and Colorado, remaining an active member of the USAFA Class of 1959 alumni community.

Lieutenant Colonel James C. Welch passed away in 2020, leaving behind a legacy of dedicated leadership, combat aviation, and scientific achievement.
