Career Highlights:
After graduating from USAFA in 1959 and earning his pilot wings, General Carr's initial assignment was with Air Defense Command at Otis Air Force Base. He served his first Southeast Asia tour as an adviser and instructor pilot in South Vietnam (1963-1964) before becoming an instructor pilot at Mather Air Force Base until 1967
Following a master's degree, Carr became an associate professor of mathematics at the Air Force Academy (1968-1971), involved in the airmanship program and coaching the soaring team. He returned to SEA after RF-4C training in 1972, assigned to Udorn Royal Thai Air Force Base until 1974. There, he served as flight commander, chief of safety, and squadron operations officer, accumulating over 200 combat missions
General Carr remained in the Far East as operations officer and squadron commander of the 15th Tactical Reconnaissance Squadron at Kadena Air Base, Okinawa (1974-1977), commanding a forward operating location in South Korea. Returning to the U.S. in 1977, he attended the Industrial College of the Armed Forces. He then served as chief of the Tactical Systems Division at Headquarters U.S. Air Force (1978-1981). He was vice commander of the 4th Tactical Fighter Wing (1981-1982) before commanding the 363rd Tactical Fighter Wing, overseeing its conversion to an F-16 wing. In 1984, he commanded the 831st Air Division, overseeing F-4E/G wings and Air Force participation in the Army's National Training Center.
In 1985, Carr became assistant chief of staff, studies and analyses, and commander of the Air Force Center for Studies and Analyses. His international leadership continued in 1988 as chief of staff for the United Nations Command and the South Korea/United States Combined Forces Command in Seoul, also serving as chief of staff for the Ground Component Command. In 1990, he was appointed director for foreign intelligence at the Defense Intelligence Agency. From 1992 until his retirement in 1994, he was deputy commander and chief of staff, Headquarters Fourth Allied Tactical Air Force in Germany.
General Carr is a distinguished command pilot with over 7,500 flying hours, including 900 combat hours during Vietnam.
